6.0 Income-tested Assistance

This community program assists IBN members facing severe challenges in obtaining basic necessities, particularly where public and private support is unavailable.  To ensure IBN’s resources are available to members most in need, this policy requires members to provide proof of financial hardship. See definition below.

General program information and exclusions:

  • Overseas members: Additional information is required to ascertain the individual needs and financial circumstances of IBN members living overseas, for example:  social worker assessment, income tax returns, or report from an accountant.
  • Dependent children: To claim benefits for dependent children, IBN members must first register their children on the IBN Child Register.

Food vouchers: One voucher per month to a maximum of six vouchers per year. Each voucher is valued at $225 per adult and $100 per child. Members on the ‘Special Needs Register’ may be eligible for additional support, see ‘Definitions’ for more information. Please note food vouchers cannot be processed on a Friday.

  • Bills, quotes or invoices including supplier payment details.

Exclusions / conditions:

  • Requires proof of ‘financial hardship.’
  • Applications for food vouchers cannot be processed on a Friday.
  • Members who make continued applications for food vouchers will be referred for financial counselling.
  • Food vouchers for IBN Members caring for dependent children require proof of the member’s status as the parent or principal carer/guardian. See ‘General program information and exclusions’ above.

Telephone bill: 50 percent of the bill, capped at $1,000 per year. The full bill must be supplied with the application.

  • A fully itemised bill must be supplied.
  • Extras such as Foxtel, games and internet are not covered.

Rental assistance for members at-risk of eviction: Maximum of four weeks rent in arrears per financial year with notice of eviction issued in the name of the IBN Community Member. IBN does not cover bond payments, or tenant liability for property damage.

Required documentation:

  • Notice of eviction in name of the IBN Member making the application. The address must match the member’s registered address with IBN.

  • Requires proof of ‘financial hardship.’
  • IBN does not cover bond payments or tenant liability for property damage.
  • Maximum of four weeks rent in arrears per financial year.

Definitions:

‘Financial hardship’ is when a person has no money or other assistance for basic necessities for themselves or their family. This may occur due to unexpected events, unforeseen changes or an emergency. If we ask you to provide proof of this it may include evidence of current income, such as pay slips or Centrelink income statements, bank statements or a copy of your current bills, a police report, medical assessment, or a statement from a social worker, as appropriate.

Special Needs Register:  IBN members who are in receipt of an aged pension or disability pension may be included on the IBN Special Needs Register.
